Form 16 is a certificate issued by an employer to its employees, detailing the tax deducted at source (TDS) from their salary and deposited with the Income Tax Department.
It is essentially your Salary TDS Certificate. If your employer has deducted tax from your salary, they are legally required to issue this form to you annually, typically by June 15th for the preceding financial year.

While it's not strictly mandatory to upload Form 16, it is the most reliable source of information for your salary and TDS. You can file ITR without it using your monthly payslips and Form 26AS, but it's much more complex.
Form 16 is for TDS on Salary income. Form 16A is for TDS on non-salary income, such as interest from fixed deposits, rent, or professional fees.
If your taxable income is below the basic exemption limit and no tax is deducted, your employer may not issue Form 16. However, they can still issue a 'Salary Certificate'.
No, you cannot download the complete Form 16 from the portal. Only your employer can generate it. You can only download Form 26AS and AIS to verify the tax deposited.
